Human Resources Program Assistant I: $26.30 – $32.32

Human Resources Program Assistant II: $28.98 – $35.63

In-person interviews to be held the first week of September.
Under general supervision, performs a variety of clerical and administrative duties in support of the Human Resources Division; participates in the administration of the recruitment and selection of individuals to fill the County’s vacant positions; provides information to the public and employees concerning recruitments, personnel rules and procedures, and risk and benefit programs; processes and maintains the official personnel records of the County; and performs related work as required.

CLASS CHARACTERISTICS:

Human Resources Program Assistant I
This classification in the series is responsible for performing a variety of clerical and administrative duties in support of the County’s personnel system.  Incumbents are expected to learn personnel policies and procedures and benefit and risk programs to be able to respond accurately to more routine customer service inquiries and responsibly support the Human Resources division functions.  This class is distinguished from the Human Resources Program Assistant II in that the latter works more independently and has extensive working knowledge of human resources activities and is able to support a variety of functions.

This is the journey level classification in the series expected to be familiar with personnel rules and procedures relating to recruitment and selection, risk management and employee benefit programs and respond accurately to the more complex inquiries of employees and the public.  In addition, the position requires working knowledge of the functions and activities of each County department and of a variety of functional areas of the County Human Resources division.

Example of Duties

  • Maintains confidential County personnel files; maintains personnel office files as needed.
  • Performs a variety of responsible office support work such as composing confidential correspondence, preparation of spreadsheets, data entry, and receiving and screening visitors at front desk and on the phone as needed.
  • Plans and participates in the recruitment and selection process; prepares job announcements, writes employment advertisements, and develops promotional advertising materials.
  • Places media and Internet advertisements, including the use of HTML code.
  • Assists departments with developing recruitment and advertising plans.
  • Prepares and processes necessary forms and files for new hires, workers’ compensation and employee leave claims;
  • Conducts interviews to obtain worker’s compensation and leave information for personnel processing and assists employees in completing forms.
  • Monitors various personnel and risk management programs including worker’s compensation, leaves, safety, random drug testing and insurance.
  • Evaluates applicant’s qualifications to determine eligibility for participation in selection processes; counsels applicants regarding minimum qualifications and possible employment opportunities.
  • Assists in the preparation and administration of exams, arranges for oral interview panels, prepares informational packages for oral boards and briefs members; schedules candidates for testing and interview processes.
  • Prepares a variety of reports, correspondence, records and other documents in support of labor relations and collective bargaining.
  • Maintains the applicant tracking and employee information system modules, notifies candidates of the selection procedure results, computes scores, and prepares eligibility lists and certifications.
  • Performs a variety of responsible office support work such as composing confidential correspondence, preparation of spreadsheets, data entry, and receiving and screening visitors
    • Prepares payroll documents for employee and benefit changes; acts as a liaison between employees, insurance carriers or retirement system to solve problems and answer questions; refers employees to the proper source for information, maintains payroll and benefit information system modules.
  • Provides front office coverage in the absence of the technician.

Human Resources Program Assistant II In addition to the above:

  • May plan, organize, train or coordinate the work of clerical staff.
  • May assist in budget preparation and cost allocation as requested by the County Administrative Officer; performs accounting support duties as necessary.
  • Conducts research; compiles and prepares statistical information, charts and graphs, and periodic and special reports regarding division activities including classification, salary, benefits, programs, processes and organizational structure.
  • Accurately interprets, applies and explains applicable County codes, policies, collective bargaining agreements, and state and federal laws and regulations.
  • May conduct new employee orientation and other presentations on County policies and procedures.

Minimum Qualifications

Knowledge of:

Basic concepts, principles and procedures of public personnel administration and payroll practices and terminology, particularly as related to recruitment, selection, and compensation and benefits administration; basic risk management practices and terminology related to insurance, workers compensation, liability and safety;  modern office practices and procedures, including filing and records management; standard office equipment; Business English, including spelling, grammar and punctuation, and business arithmetic. 

Human Resources Program Assistant II:  In addition to the above:
Applicable federal, state and local employment compliance requirements and precedent court decisions including Civil Rights Act, Americans with Disabilities Act, Family Medical Leave Act, California Family Rights Act, Pregnancy Disability leave, Fair Labor Standards Act, Age Discrimination in Employment Act, Worker’s Compensation, and Drug Free Workplace Act; complex practices, procedures, rules and regulations governing payroll administration; federal, state and local laws, ordinances, rules, regulations, and collective bargaining agreements pertaining to benefits, payroll, and employee relations; progressive recruitment and selection, classification and compensation, and employee performance management practices and procedures; basic uses of information systems as a tool in the performance of human resources functions; communication skills and techniques used for coherently delivering information both orally and in writing.

Skill and Ability to:

Exercise good judgment in maintaining the confidentiality of personnel records; provide personnel information to employees and the public and others in a tactful and courteous manner; communicate effectively, both verbally and in writing with all types and levels of individuals; work under pressure and deal with emotional and/or confrontational situations; interpret and apply County personnel programs, rules, laws, and policies with good judgment and consistency; establish and maintain cooperative working relationships with those contacted during the course of work; learn and comprehend new applicable policies, procedures, regulations, laws, rules and standards. Understand, interpret, apply and explain policies, procedures, laws and regulations; prepare clear, concise and effective written materials; maintain accurate records and files; research and compile human resources and risk management information, prepare reports and recommendations; coordinate multiple concurrent projects; s; type accurately at a rate of 45 net words per minute from printed copy; take responsibility in a variety of situations and use good judgment in recognizing scope of authority; make arithmetical calculations quickly and accurately. 

Human Resources Program Assistant II In addition to the above:
Perform complex technical public human resources and risk management work; gather and analyze data and prepare comprehensive reports, correspondence and other written materials; draw conclusions and formulate recommendations; understand, interpret and apply difficult regulations and technical information; present data clearly and concisely, orally and in writing, to convey concepts and/or conclusions; establish and maintain effective working relationships with other employees, departmental representatives and the public; meet deadlines; perform mathematical calculations accurately.

Education, Training, and Experience:

Human Resources Program Assistant I
A high school diploma or GED equivalent, supplemented by college-level coursework in personnel, human resources or related field and four years of responsible clerical experience preferably in the personnel or risk management field. 

Human Resources Program Assistant IIIn addition to the above:
Three years of technical personnel/human resources experience, preferably in the public sector or two years as a Human Resources Program Assistant I in Calaveras County.
